Job Description

Our manufacturing client is urgently seeking a dynamic hands on Group HR Manager for their head office in Durban.   The role will oversee and direct the following areas: payroll and time-and-attendance processes; training and development; recruitment; discipline; employment relations management; performance management; reporting; and managing HR policies and procedures. Ensuring compliance with labor laws and statutory submissions is also a key responsibility.

Reporting Structure

The Group HR Manager will have the following direct reports:

  • Group HR Practitioner
  • Time & Attendance Controllers
  • Group HR Administrator
  • Group Training Officer
  • Receptionist

Duties & Responsibilities

Payroll/Time & Attendance:

  • Oversee and manage payroll and time-and-attendance processes (weekly, monthly, and annually)
  • Ensure compliance with applicable laws and payroll tax obligations
  • Accurately and promptly process payroll information for new, terminated, and amended employees
  • Authorize and submit payroll information for timely staff payments
  • Resolve payroll queries
  • Compile, capture, and submit statutory requirements (COIDA, ROE, EEA, WSP/ATR, EMP501, BEE, Stats SA, UIF declarations) on time
  • Report on overtime, earnings, absenteeism, leave balances, engagements, and terminations
  • Submit month-end reports to the Finance Manager
  • Liaise with auditors and SARS for payroll tax audits
  • Prepare reports for weekly, quarterly, and yearly reviews (increases, bonuses)

Training & Development:

  • Identify training needs and gaps in consultation with Line Managers and the Group Training Officer
  • Ensure timely submission of WSP/ATR
  • Monitor training programs and interventions according to skills development objectives (apprenticeship programs, discretionary grant projects)
  • Ensure compliance with mandatory training requirements (Health & Safety, Competence evaluation)

Recruitment:

  • Manage the recruitment process to fill vacancies
  • Ensure proper authorization of motivations
  • Advertise vacancies (internally, externally, outsource)
  • Screen CVs and schedule interviews
  • Arrange psychometric/polygraph tests if required
  • Conduct reference checks and draft employment contracts
  • Manage onboarding documentation and processes
  • Review and amend employment contracts and terms & conditions as necessary
  • Capture new employee details on payroll
  • Conduct/arrange induction training
  • Coordinate with IT for necessary setup (computer, email, required programs)

Termination of Employment:

  • Manage the termination process and documentation (retirement, dismissal, resignation)
  • Process termination information on payroll and issue appropriate documentation
  • Facilitate withdrawal applications and transfer of membership/funds

Discipline:

  • Manage and maintain discipline, employee behavior, and grievances
  • Advise management and staff on labor relations issues
  • Promote transparency and fairness in the workplace
  • Ensure awareness of labor laws (LRA, BCEA, Employment Act)
  • Investigate complaints and initiate appropriate actions
  • Represent the company at CCMA
  • Monitor absenteeism, excessive out-of-factory time, and lateness

Employment Equity:

  • Compile and submit Employment Equity reports and plans
  • Formulate an integrated employment equity resourcing plan
  • Provide feedback on performance and progress in implementing EE plans
  • Hold quarterly employment equity meetings

General:

  • Maintain physical files for employees and related records
  • Analyze anomalies and address problems
  • Review and amend policies and procedures as needed
  • Stay updated on market trends in HR policy and practices
  • Maintain contact with factory-floor officials to promote sound relations

Skills / Experience:

  • Proficient in Excel, Word, and payroll software (ACCSYS Peopleware is an advantage)

Expected Qualifications:

  • Grade 12
  • Related qualification
  • 10 years of experience in HR Management
